This course approaches terrorism form a public policy perspective. It draws on a range of cases to explore both the motivations and strategies of terrorist organizations and the policy tools that states and non-state actors use to combat terrorism. The course is organized around various types of states' responses to terrorism, and concludes with analysis of how international organizations and non-state actors respond to terrorism.
